As evidence that the system is efficient, very few late cases of Syphilis now come for the first time for treatment. The hospital figures of Copenhagen shew since 1910 a decrease of syphilis from 8.1 to 2.93 among males, and in gonorrhoea from 32.5 to 28.9%. Among women, syphilis decreased from 2% to 1 and gonorrhoea from 5 to 44. The decrease in cases of syphilis is attributed to the introduction of salvarsan treat- ment.

The latest figures are, with a population of 3,300,000 for Denmark and 635,000 for Copenhagen, for Syphilis

Prostitution is recognised and regulated, the latter rests on a law of 1790 by which the preservation of public order vas given to the administrative authorities, in Paris the Prefect, in other Communes the Mayors. The decrees of various Prefects are largely responsible for the present system of

During this time Paris had increased enormously in size and the ratio of inscribod to non-registered women is from 1/5 to 1/20.

It was estimated that in 1904 there were more than 80,000 prostitutes in Paris and it was stated in evidence before & Commission "The influence of regulation may be compared to a drop of water in the ocean. Are all of them arrested? The Segregated women who can secure no influence and those who have not 5 francs in their pockets are arrested. (8)

Frahoe, during the war, gave serious attention to the question of venereal disease in the civil population and from 1914-17 a number of memoranda were issued by the Ministry of the Interior to the Municipal Authorities (Prefects): increased facilities for treatment were provided at hospitals;

by the end of 1917 there were 65 free clinics. A special Anti-Vonereal Disease Commission was started in 1916 and transferred to the Ministry of Health when that Department was created.

There are now 166 free clinics. In none of the official circulars on the matter issued by the Ministry of Health is regulation alluded to and a list inct movement is apparent among the venereal disease specialists in the provinces to secure its abolition and the recognition of venereal disease as a public health question including the population as a whole.
